November to February is the best time to go to Pattaya. The weather is neither too hot nor too cold, and most of it is pleasant. It's also a tourist season.
Two or three days is enough for a normal stay in Pattaya. Or you can go for more days if it pleases you. For a private tour, you can stay as long as you like.
Both Pattaya and Phuket have great adventure and nightlife activities. Pattaya wins in terms of more accessible from Bangkok if you want to visit Beach in a short vacation(only 3-hour drive); while Phuket offer more island hopping experience and more convenient to connect your international flight if it's your final stop in Thailand.

You can visit the Pattaya Floating Market to experience what the market looks like. If you are interested in flowers, Nong Nooch Tropical Botanical Garden is a great place to spend a peaceful afternoon. If you want to visiting some marvelous buildings, you may like Big Buddha Hill which stands at 18 meters tall and sits about 100 meters above sea level. When you reach the top of the mountain and stand next to the Big Buddha, you can have a great view from above Jomdian Beach. You can also take time to The Sanctuary Of Truth which is made of teak wood and carved out of the most complex watts. If you are a beach-lover, visit some near-by islets, such as Koh Larn (Coral Island) and Koh Chang, where the sea will be better than Pattaya Beach.
The Tiffany's Cabaret Show has an international reputation and is the best show in Pattaya. It's for all ages. If you mean to some crazy nightlife for single ladies and clubs, then party the night away In walking street.
