Tokyo and Kyoto are still cool, especially in the morning and after sunset. Daytime temperatures are usually around the low teens Celsius, so a proper coat is still useful.
This is a good period for plum blossoms at places such as Yushima Tenjin in Tokyo and Kitano Tenmangu in Kyoto. Hokkaido and mountain areas remain firmly wintry, while ski resorts in Hokkaido and Nagano are still operating.

Mid-March (March 11–20): Japan Shifts into Spring
Days gradually become warmer, although temperature swings are still common.

Late March (March 21–31): Sakura Season Begins

March vs. April: Is It Worth Visiting Japan Before Peak Bloom?
Yes, especially if cherry blossoms are not your only priority. March usually offers cooler weather, lighter crowds earlier in the month, plum blossoms, better late-season skiing, and the chance to catch the first sakura toward late March.
April generally offers more widespread cherry blossoms, but it also brings heavier demand for hotels, popular attractions, and major sightseeing routes.
