Hokkaido December Weather: Stepping into a Magical World of Snow and Lights

Last Updated: October 12,2026

December in Hokkaido is not a milder version of January. It's the month the island changes state. Slush hardens into ice overnight, the sun clocks out around 4 p.m., and the ski lifts start spinning while the crowds are still a month away. Get the month right, and you ski deep snow at shoulder-season prices.

Below is what the month actually delivers, what to wear, and how to build a trip around who you're traveling with.

1. Hokkaido Weather and Temperature in December

Hokkaido in December weather really means two different months stitched together. Early December is late autumn, wearing a winter coat: patchy city snow, thin cover on the higher slopes, and daytime highs that still crawl above freezing.

From mid-December, the island commits. Snow stops melting, sidewalks compact into ice, and by Christmas most of Hokkaido sits under a full cover.

Here's how Hokkaido weather in December breaks down by city, averaged across the last 30 years of Japan Meteorological Agency (JMA) records.

CityAvg HighAvg LowDec SnowfallWhat It Means for You

Sapporo

1.8°C (35°F)

−4.1°C (25°F)

~77 cm (30 in)

Cold and gray, snow-packed city streets

Otaru

1.4°C (35°F)

−4.0°C (25°F)

~119 cm (47 in)

Sea-effect snow, heavy on the canal

Asahikawa

−0.7°C (31°F)

−7.3°C (19°F)

~151 cm (59 in)

Inland cold, dry powder

Niseko (Kutchan)

−0.2°C (32°F)

−6.6°C (20°F)

~252 cm (99 in)

The heaviest snowfall in Japan

Hakodate

3.0°C (37°F)

−3.6°C (26°F)

Mildest of the major cities

Obihiro

1.8°C (35°F)

−7.5°C (18°F)

~25 cm (10 in)

Dry, bright, and almost snow-free

The numbers miss two things that shape your days more than temperature. Sapporo, Asahikawa, and Hakodate each get under 100 hours of sunshine for the whole month, and Sapporo's sun sets near 4:00 p.m. from early December on.

Front-load outdoor sightseeing between 9 a.m. and 3 p.m., and treat the evening as indoor time or illuminated-avenue time.

2. What December in Hokkaido Actually Feels Like

Hokkaido in December feels cold, but drier than you expect. The island's winter air holds little moisture, so −3°C (27°F) in Sapporo bites less than 2°C (36°F) in a damp coastal city.

What catches people off guard isn't the outdoor temperature. It's the transitions.

You move from a heated train car to a heated shop to a heated hotel lobby, then back onto an icy street, five or six times a day. Dress in one thick layer, and you'll sweat indoors and freeze outdoors.

The fix is three layers, and I mean three specifically: a moisture-wicking base, a fleece or wool mid-layer, and a windproof, water-resistant shell. Add boots with real grip, gloves you can operate a phone in, and a hat that covers your ears.

That's the short version. The full packing list is further down, because December packing in Hokkaido is where most trips are won or lost.

One warning worth repeating: the sidewalks, not the weather, are the real hazard. Snow softens during the day and refreezes after dark, so the same stretch of pavement you walked at noon is a skating rink at 6 p.m.

Take short, flat-footed steps. Locals call it the penguin walk, and it works.

December Events and Activities: Best Hokkaido Experiences by Region

1) World-Class Skiing: Powder Dreams Begin

December marks the highly anticipated kickoff of Hokkaido’s legendary ski season. While early December offers lighter cover before the peak powder hits, crisp air and fresh snow set an irresistible stage for winter sports enthusiasts looking to beat the peak mid-winter crowds.

  • Beyond Niseko: While Niseko United remains a global powerhouse, Rusutsu Resort stands out with incredible off-piste tree runs and family-friendly amenities. For those seeking seamless access from the city or airport, Kiroro Grand/Peak and Sapporo Teine offer outstanding snow conditions and convenient travel times.

2) Sapporo & Otaru: Festive Lights & Holiday Magic

  • Sapporo White Illumination: Running from late November through December 25 at Odori Park (with side venues lit through mid-March), this iconic event transforms downtown Sapporo into a sparkling winter wonderland with roughly 220,000 glowing LEDs.

  • Munich Christmas Market in Sapporo: Celebrating Sapporo's sister-city relationship with Munich, this charming market at Odori Park (Nov 20–Dec 25) offers authentic Bavarian treats like Glühwein (mulled wine), bratwurst, handcrafted ornaments, and collectible annual commemorative mugs.

  • Otaru Snow Canal (Blue Canal): Located just a short train ride from Sapporo, Otaru's historic canal is illuminated by thousands of soft blue LED lights during winter evenings, casting a dreamlike glow against the snow-covered brick warehouses.

3) Hakodate: Seaside Illumination & Holiday Cheer

  • Hakodate Christmas Fantasy: Held from December 1 to 25 along the waterfront of the Kanemori Red Brick Warehouses, this celebration features a massive floating Christmas tree, nightly fireworks over the bay at 6:00 p.m., and warming soup stalls.

  • Hoshi-no-Yume (Star of Dreams) Illumination at Goryokaku: The star-shaped moat of Goryokaku Park is outlined with thousands of lights, creating a breathtaking glowing star visible from the Goryokaku Tower observation deck.

4) Biei: Enchanting Winter Light Shows

  • Shirogane Blue Pond Illumination: In December, Biei’s famous Blue Pond freezes over and is blanketed in snow. Subtle, changing light displays create an ethereal, minimalist winter landscape.

  • Shirahige Waterfall Illumination: Located nearby, the "White Beard Waterfall" features steaming thermal waters cascading into the icy Biei River, dramatically lit against frozen icicles and snowy rock faces.

5) Lake Toya: Onsen Steams & Winter Fireworks

  • Toya Kohan Illumination Tunnel & Winter Fireworks: Lake Toya's hot spring town hosts a dazzling LED light tunnel in the city center. On select winter nights, colorful fireworks light up the clear, cold night sky over the thermal lake.

One honest note before you book. Hokkaido's biggest winter spectacles are not in December. The Sapporo Snow Festival runs February 4 to 11, 2027, and the Otaru Snow Light Path, Lake Shikotsu Ice Festival, and Asahikawa Winter Festival all land in late January or February.

If giant snow sculptures are the reason for your trip, come in February. December gives you illuminations, markets, and early-season skiing instead.

How to Plan a December Trip: Three Itineraries by Traveler Type

Hokkaido in December is bigger than it looks on the map, and the roads are not for sightseeing at speed. The rule that saves trips is simple: pick one base region and go deep.

Intercity trains handle snow better than you'd expect, and every itinerary below runs on rail and private transfers rather than self-driving.

For seniors: a slow, warm five days

Built around Sapporo with short hops and no early starts.

Day 1 — Sapporo, easy landing. Morning: land at New Chitose, take the rapid airport train to Sapporo Station (about 37 minutes). Afternoon: check in, then walk Odori Park while it's still light. Evening: the White Illumination is lit, and you're already there.

Day 2 — Otaru day trip. 35 minutes by JR from Sapporo Station. Walk the canal in the morning before tour buses arrive, lunch on sushi at Sankaku Market, and duck into the covered Sakaimachi Street arcade if the wind picks up.

Day 3 — Jozankei Onsen. Direct bus from Sapporo Station, roughly 75 minutes. A riverside outdoor bath in falling snow, with indoor alternatives if the walk is icy.

Day 4 — Sapporo indoors. Nijo Market in the morning, the Sapporo Beer Museum or the Hokkaido Museum in the afternoon. Use the underground walkway between Sapporo Station and Susukino when the streets are slick.

Day 5 — Nijo Market and departure. Last souvenirs, then the airport train with a comfortable margin.

For families with kids: five days built around snow play

Shorter travel legs, more slack, and a ski day that starts easy.

Day 1 — Sapporo and chocolate. Morning: arrive and check in near Odori Park. Afternoon: Shiroi Koibito Park, where the factory tour ends in a lit courtyard. Evening: early dinner and an early night to beat the jet lag.

Day 2 — Otaru or Teine. Otaru if the kids are small (aquarium, music box museum, canal). Teine Highland if they want their first ski lesson, since it's about 40 minutes from central Sapporo.

Day 3 — Transfer to a family resort. Niseko, Rusutsu, or Furano by train or private transfer. Look for ski-in accommodation and a kids' ski school; book this before October, because family rooms go first.

Day 4 — Snow play day. Morning lessons for the kids, sledding or snowshoeing in the afternoon. Every big resort in Hokkaido runs a kids' program, and Niseko's beginner areas are wide and forgiving.

Day 5 — Return and depart. One more morning on the snow, then back to New Chitose. Build in two hours before an international flight.

For honeymoon couples: five days of snow, lights, and onsen

Fewer stops, longer evenings, and one splurge ryokan.

Day 1 — Sapporo after dark. Morning: arrive, drop bags. Afternoon: Mount Moiwa ropeway for the city view (the combined ropeway and mini-cable car ticket runs about ¥2,300). Evening: Munich Christmas Market for glühwein under the TV Tower.

Day 2 — Otaru's quiet version. Take the afternoon train, not the morning one. The canal is at its best around 4:30 p.m., when the gas lamps come on, and the day-trippers have gone.

Day 3 — A private onsen ryokan. Lake Toya or Noboribetsu, roughly two hours from Sapporo. Book a room with a private open-air bath and dinner included. This is the night you spend the money on.

Day 4 — Slow morning, then Hakodate or back to Sapporo. Hakodate is about 3 hours 40 minutes from Sapporo by limited express, and worth the ride for the Christmas Fantasy tree on the bay.

Day 5 — Departure. Morning at leisure, then out from Hakodate or New Chitose.

Private, custom trips with UME Travel

Every itinerary above can be rebuilt around your dates, your pace, and your budget. UME Travel plans private trips across Hokkaido with a licensed guide and a private driver from arrival to departure, which matters most in December when icy roads and disrupted train schedules make self-navigation stressful.

We reserve what usually sells out first: ski school slots, onsen rooms with private baths, restaurant tables over the New Year period, and timed tickets for the attractions you actually want. We also place you in star-rated hotels in the right part of town rather than 40 minutes outside it, and we match the property to your budget instead of pushing the most expensive option.

Our guides work in English, Mandarin, and Japanese, and they've led these routes in snow many times over. Start with a rough idea, and we'll send back a day-by-day plan you can edit. Build your December Hokkaido itinerary with UME Travel.

What to Pack for Hokkaido in December

Everything in this list comes straight from the Hokkaido in December weather data above: it's cold and dry, and you'll cross heated-to-freezing thresholds a dozen times a day.

Base layer (next to skin). Merino wool or a synthetic thermal. Uniqlo HeatTech Ultra Warm or a Smartwool 250 crew both work, and neither gets clammy the way cotton does.

Bring three, not one. You'll change them daily because they absorb sweat, not because they get dirty.

Mid-layer. A fleece or a wool sweater. Patagonia's Better Sweater or any mid-weight fleece is right for city days.

Outer layer. A windproof, water-resistant parka or down coat rated to about −10°C (14°F). Length matters more than thickness. A hip-length coat in Sapporo in December leaves your thighs cold on every walk.

Legs. Fleece-lined trousers or thermal leggings under windproof pants. Skip jeans entirely; cotton holds moisture and stops insulating the moment it gets damp.

Feet. Waterproof, insulated boots with a proper grip sole (Vibram or similar). This is the one item I'd spend real money on. Bring three pairs of wool socks and rotate them, because one pair a day means permanently damp feet by day three.

Hands and head. Touchscreen-compatible gloves plus a thinner liner pair, a knit beanie that covers your ears, and a neck gaiter. A scarf works, but a gaiter stays put under a coat collar and doesn't flap in wind.

The extras that earn their space. Lip balm and hand cream (indoor heating dries you out fast), a power bank (phone batteries drain in the cold), sunglasses (snow glare is real even on gray days), slip-on shoe grips from any convenience store, and a small towel for wiping camera lenses and glasses when you move between temperatures.

A note on the ground in Japan. As of March 2024, JR East suspended sales of physical Suica and Pasmo cards to overseas visitors, so don't count on buying one at the airport. In Hokkaido, the local IC card is Kitaca, also in short supply.

Load a mobile Suica or ICOCA on your phone if you can, buy your JR Hokkaido passes online before you fly, and verify current availability at jreast.co.jp before departure.

Hokkaido in December: FAQ

Is December a good time to visit Hokkaido? Yes, if you want snow without peak crowds or peak prices. You get illuminations, Christmas markets, and open ski resorts. You don't get the February snow sculpture festivals, and the powder isn't at its best yet.

How cold is it, and can kids handle it? Sapporo averages a high of 1.8°C (35°F) and a low of −4.1°C (25°F) in December. Kids handle it fine with proper layers, waterproof boots, and short outdoor blocks. Bring spare socks and gloves, because wet hands end afternoons early.

Will there be snow in early December? Sometimes, but not reliably. Cities see patchy cover and daytime melt. If you want guaranteed snow underfoot, plan for mid-December or later, or head to higher ground like Niseko, which averages 252 cm of snow in December.

Should I ski in December or wait for January? Early December is for empty lifts and low prices, not powder. Niseko's 5-day pass costs ¥42,700 before December 11 and ¥65,500 from December 24. If powder is the whole point of the trip, come mid-January to mid-February.

Is December cheaper than January and February? Yes, until about December 23. Lift passes, hotels, and flights jump into the peak band from December 24 through the New Year, then again for the February Snow Festival. Early December and the first week of January are the value windows.

What's closed over New Year? Many restaurants, small shops, and some museums close from roughly December 29 to January 3, and the ones that stay open book out. Shrines are the exception, with Hokkaido Shrine packed for hatsumode, the first shrine visit of the year. Lock in meals ahead if you're in Sapporo for the New Year.

Do I need to rent a car in December? Not for Sapporo, Otaru, or Hakodate, where trains and the underground walkway cover you. If you want Niseko, Furano, and eastern Hokkaido in one trip, use rail plus private transfers instead. Winter tires are mandatory, and rental cars with winter tires still don't make you a winter driver.
